Regulation has been threatening the social platforms with age verification for a decade and almost nothing changed, because the cost of ignoring it was unpriced. An $18bn settlement prices it. That number is now the reference point every remaining defendant negotiates against, the number their insurers underwrite against, and the number their boards discount when they decide whether a friction-free signup is worth keeping. A settlement does something a statute cannot: it converts a diffuse, deniable legal risk into a line item, and line items get procured against.

The legal ceiling came off at the same time. For twenty years the First Amendment argument blocked US age mandates outright; the Supreme Court's 2025 decision in Free Speech Coalition v. Paxton upheld Texas's age verification law and removed it, which is why state requirements have proliferated since rather than being enjoined on sight. In parallel the UK Online Safety Act's duty to use highly effective age assurance is live and enforceable by Ofcom, the EU's DSA guidelines on protection of minors landed in 2025, and Australia's under-16 social media ban took effect in December 2025. Two blades close on the same neck: statutory mandates on one side, a priced civil liability on the other.
