The Houthi claim of strikes on Riyadh and on Aramco facilities at Yanbu matters less for the damage than for what it ends. Since the 2022 truce, Saudi Arabia has been a bystander to the region's wars, quietly rebuilding rather than expending its air defence inventory. With an active US-Iran confrontation running and the Senate declining to constrain further strikes, that four-year pause is over. Interceptors that sat in magazines start being fired again, and every one fired has to be replaced.
The non-obvious part is where the replacement order goes. The instinctive answer is Raytheon and Lockheed Martin, and the instinctive answer is wrong on timing. PAC-3 MSE output is the single most oversubscribed line in Western defence: Lockheed is straining toward a target of roughly 650 units a year by 2027, against demand from US Army restocking, Ukraine, Israel, Japan, Poland and Germany that already exceeds it. THAAD interceptor capacity is thinner still. A Gulf buyer joining that queue today is buying deliveries at the end of the decade. The binding constraint in Gulf air defence is not the budget, it is the production slot.
