Every few months another large cohort study tightens the link between ultra-processed food and disease, and each one adds political weight to rules that are already written. The rules matter more than the studies. FDA revoked the authorization for FD&C Red No. 3 in food in January 2025 and gave manufacturers until 15 January 2027 to comply. California's Food Safety Act bans Red 3, brominated vegetable oil, potassium bromate and propylparaben from 1 January 2027. Texas requires warning labels on products containing a long list of additives for labels developed from 1 January 2027. West Virginia removes seven dyes statewide from 2028. These are not pledges from food brands. They are statutes with dates.
The market reads this as a consumer story and watches the packaged food companies. That is the wrong place to look, because reformulating a shelf-stable product is not a swap, it is a project. A new colorant changes heat and pH stability, light fade, shelf life and often taste, so the product has to be re-engineered and re-qualified, and that takes roughly twelve to eighteen months from brief to first production run. Work backwards from 15 January 2027 and the commercial event is happening right now: the qualification projects, the trial volumes and the first commercial orders all land in the quarters before the deadline, not after it. The revenue shows up in ingredient suppliers' books ahead of any visible change on a shelf.
