Every Hormuz trade the market knows how to put on is a bet on the cargo: crude, tankers, methanol, LNG. The detail buried in this week's Iran and Oman discussions is different, and it is operational rather than commercial. The talks are not only about a corridor, they are about a mine clearing mission. That single word changes the sequence of events. A strait is not reopened by declaring it open, and it is not reopened by escorting convoys. It is reopened when a hydrographic and clearance authority can certify that a specific lane, at a specific width and depth, has been swept and hunted. Until that certificate exists, war risk underwriters price the passage as if the mines are still there, and the ships behave accordingly.
The structural problem is that the West spent twenty years dismantling the capability that produces that certificate. Dedicated mine countermeasures hulls are slow, single purpose and unglamorous, so they were the first thing cut. The Royal Navy has run down its Hunt and Sandown fleet, the US Navy has been decommissioning the Avenger class, and European navies followed the same logic. The official replacement everywhere is the same concept: instead of a purpose built minehunter, you deploy a container sized toolbox of unmanned surface vessels, autonomous underwater vehicles, synthetic aperture sonars and expendable disposal drones, launched from whatever ship or pier is nearby. The concept works. The problem is that very few companies actually have it certified, in service and in serial production, and the ones that do are booked.
